The candy aisle
Polycrystalline NMC is built exactly like the candy: small primary crystals agglomerated into one secondary particle, seams and all. The seams are called grain boundaries. Cycle the cell enough times and the particle cracks along them, fresh surface meets electrolyte, and your capacity quietly walks out the door. Single crystals skip the seams entirely.
Single crystal is real and gaining share, especially in mid-nickel lines coming out of China. But most commercial NMC still ships as polycrystalline clusters: capacity, rate, cost, and qualified production lines.
Single crystal is the conference talk. Polycrystalline is the purchase order.

Why domestic, why now
NDAA Section 842 makes cathode material a FEOC-traceable functional cell component for covered defense batteries, phasing in from 2028 (we made you a glossary). Meanwhile most pCAM and CAM production sits in China. Korea, Japan, and Germany are not FEOCs, and that detail matters in a second.
The two tiers of "domestic"
Tier one is tonnage. LG Chem's Clarksville, Tennessee plant (NCMA, 60,000 tonnes per year, the largest cathode plant in the US) is slated to begin mass production this year. The biggest true joint ventures sit in Québec: allied, not domestic.
Tier two is willing. The American startups actually making NMC cathode: 6K Energy, HiT Nano, Fermi Energy, TexPower, Sylvatex, Versa Materials. Real materials, real data, pilot scale.

The part nobody tells the 500 kg buyer
Clarksville's output is spoken for: GM signed through 2035 and Toyota took a slice. That is how cathode is sold, multi-year offtake agreements to customers who qualify material by the thousand tonnes. If you need 500 kg of high-nickel polycrystalline NMC, you are not their customer. Your options are allied imports or pilot lines.
Domestic, small volume, high nickel: pick two.
BBB Reality Check
Domestic NMC exists. Try buying some. And the people squeezed hardest, small defense-adjacent cell makers staring down 2028 obligations, are exactly who the rule was written to protect.
America has plenty of Nerds. What it needs is a Cluster factory.
